STANDARDS LEVY

  1. What is the Standards Levy?
    It is a levy at the rate of 0.2% of net sales paid to KEBS by manufacturers. The minimum amount payable is Kshs. 1,000 per month.
  2. What is the procedure for registration?
    All manufacturers are required to notify the Managing Director, KEBS of their operations and fill a form SL/1. These forms are available at all KEBS regional offices.
    The Finance Bill 2000 made Kenya Revenue Authority (KRA) the collecting agent  for KEBS. Thus, levy is payable through the Commissioner of VAT.
    Payment is handed in with a duly completed form SL/2. These forms are available at any KRA office. The SL/2 forms are collected and filled after an organization has registered.
  3. When should payments start?
    Submission of monthly returns shall start from the time (month) of commencement of operations.
  4. What happens if levy is not paid within the prescribed time?
    A penalty at the rate of 5% per month cumulative shall be imposed for each month the amount due remained unpaid.

STANDARDS INFORMATION CENTRE

  1. What is the role of the standards information centre?
    The information centre has been developed on the basis of International
    Organization for Standardization Information Network (ISONET) and is designed to promote the flow of information on the standards and related documents.
  2. What is the difference between, a standard, regulation and technical regulation?

    Standard
    Document, established by consensus and approved by a recognized body, that provides, for common and repeated use, rules, guidelines or characteristics for activities or their results, aimed at the achievement of the optimum degree of order in a  given context.

    NOTE: Standards should be based on the consolidated results of science, technology and experience, and aimed at the promotion of optimum community benefits.

    Regulation
    Document providing binding legislative rules, that is adopted by an authority

    Technical regulation
    Regulation that provides technical requirements, either directly or by referring to or incorporating the content of a standard, technical specification or code of practice.

    NOTE:
    A technical regulation may be supplemented by technical guidance that outlines some means of compliance with the requirements of the regulation.
