STRATEGIC DIRECTION
The strategic direction of the 4K MSE 2030 Programme is expressed through its vision, mission and strategic objectives.
General Objective
The general objective of the 4K MSE 2030 Programme is to create and maintain a platform for mass production of quality industrial products by MSEs.
Specific Objectives
- To identify the viable sectors and the respective products from the sectors
- To upgrade through technology transfer, innovation, standardization, and patenting, the identified products to international levels.
- To enhance the capacity and capabilities of the MSEs to take up their rightful role through the 4K MSE 2030 Programme .
- To provide through forward and backward linkages, viable business activities starting from supply of raw materials through manufacturing to accessing global markets.

POLICY FRAMEWORK
The operations of the 4K MSE 2030 Programme are based on the Statement of Intent that was signed by the KEBS, KIRDI, KIPI and KNFJKA on 9th November 2006.
Statement of Intent
In the Statement, the partners in the 4K Initiative have undertaken to use their institutional capacities and potentials to overcome socio-economic and technical constraints hitherto faced by MSES and deliver a viable and robust business platform for the sector. In this regard, the Ministry of Trade and Industry will play an important role in providing a framework through which the 4K Initiative can implement its programmes and projects.
Roles and Capacities of the 4K MSE 2030 Programme Partners
- Kenya Bureau of Standards (KEBS)
Established on 14th July 1974, under the Standards Act Cap. 496, the mandate of Kenya Bureau of Standards (KEBS) includes among others; development of Kenya Standards, and promotion of standardization in commerce and industry. KEBS will provide the platform for standardization of production systems designed, and developed jointly by KIRDI.
- Kenya Industrial Research & Development Institute (KIRDI)
Kenya Industrial Research & Development Institute (KIRDI) was established in 1979 under the Science and Technology Act Cap. 250. KIRDI’s mandate is to support industrial development by carrying our research and technology development. The Institute has the information and infrastructure to design, produce and develop technology. In the 4 K Initiative, KIRDI will upgrade technologies innovated by MSEs and design mass production systems for the identified products.
- Kenya Industrial Property Institute (KIPI)
Kenya Industrial Property Institute (KIPI) is a body corporate established by the Industrial Property Act 2001 Gazetted in May 2002 KIPI is empowered to administer the Industrial Property Act 2001, and Trade marks Act Cap 506; specifically to promote and encourage creativity and innovativeness in Kenya for technological and socio-economic development. KIPI will fast track the registration of all such designs, patents and trade marks as will be delivered from the 4 K Initiative.
- Kenya National Federation of Jua Kali Associations (KNFJKA)
The Kenya National Federation of Jua Kali Associations (KNFJKA) was established on 4th May 1992 under the Societies Act Cap 108 with the mandate to coordinate, source for and develop the Jua Kali Fraternity (MSE). The KNFJKA will refocus the operations perations of the MSEs towards standardized mass production of identified goods for export.
